Common issues included disease outbreaks, abuse, and inhumane treatment.<\/p>\n<p class=\"ai-optimize-30\" data-start=\"2514\" data-end=\"2792\">The report also outlined 62 cases of punitive transfer and renewed detention (\u201ctadweer\u201d), 17 of which occurred during incarceration. These included denial of exam access, solitary confinement, visitation bans, and coerced labor\u2014often manipulated through judicial procedures.<\/p>\n<p class=\"ai-optimize-31\" data-start=\"2794\" data-end=\"3046\">Medical neglect in 7 cases contributed to deteriorating health conditions and even death inside prison. The report noted 208 cases of state violence following explosions and 70 others not linked to incidents\u2014evidence of routine excessive force.<\/p>\n<h3 class=\"ai-optimize-32\" data-start=\"3053\" data-end=\"3101\">Metwally\u2019s Case: A Symbol of Retaliation<\/h3>\n<p class=\"ai-optimize-33\" data-start=\"3103\" data-end=\"3366\">24 Egyptian, African, and international organizations demanded the unconditional release of Ibrahim Metwally, a 61-year-old human rights lawyer detained since September 10, 2017, over his advocacy for enforced disappearance victims, including his son.<\/p>\n<p class=\"ai-optimize-34\" data-start=\"3368\" data-end=\"3677\">Metwally was arrested at Cairo Airport while en route to Geneva to speak at the UN Working Group on <a href=\"https:\/\/www.watanserb.com\/en\/2025\/03\/03\/egypt-detains-20-individuals-after-months-of-enforced-disappearance\/\">Enforced<\/a> Disappearances. He was interrogated by Egypt\u2019s State Security Prosecution after two days of solitary detention, during which he says he was stripped, electrocuted, beaten, and doused in water.<\/p>\n<p class=\"ai-optimize-35\" data-start=\"3679\" data-end=\"3753\">Over the years, Metwally has been cycled through three separate cases:<\/p>\n<ul data-start=\"3755\" data-end=\"3929\">\n<li class=\"ai-optimize-36\" data-start=\"3755\" data-end=\"3815\">\n<p class=\"ai-optimize-37\" data-start=\"3757\" data-end=\"3815\">Case 900\/2017: Foreign contact, spreading false news<\/p>\n<\/li>\n<li class=\"ai-optimize-38\" data-start=\"3816\" data-end=\"3883\">\n<p class=\"ai-optimize-39\" data-start=\"3818\" data-end=\"3883\">Case 1470\/2019: Terror financing, unlawful group membership<\/p>\n<\/li>\n<li class=\"ai-optimize-40\" data-start=\"3884\" data-end=\"3929\">\n<p class=\"ai-optimize-41\" data-start=\"3886\" data-end=\"3929\">Case 786\/2020: Similar repeated charges<\/p>\n<\/li>\n<\/ul>\n<p class=\"ai-optimize-42\" data-start=\"3931\" data-end=\"4184\">Despite release orders in 2019 and 2020, he was \u201crecycled\u201d into new charges each time.
