Early in the war, on October 10, the deaths of Political Bureau members Zakaria Muammar and Jawad Abu Shamala were announced.<\/p>\n<p>Israel continued its targeted killings, often resulting in civilian casualties. On October 19, an airstrike in Jabalia camp killed Jamila Al-Shanti, the only woman in Hamas\u2019 political bureau in Gaza. Two days later, Osama Al-Muzaini, head of Hamas&#8217; Shura Council in Gaza, was also assassinated.<\/p>\n<p>These assassinations persisted. In October, Israel announced the killings of Political Bureau members Ruhi Mushtaha\u2014one of Yahya Sinwar\u2019s closest associates\u2014along with Sami Ouda and Samih Al-Sarraj. Hamas confirmed their deaths only recently when their bodies were retrieved and buried.<\/p>\n<figure id=\"attachment_12019\" aria-describedby=\"caption-attachment-12019\" style=\"width: 1000px\" class=\"wp-caption alignleft\"><img decoding=\"async\" class=\"wp-image-12019 size-full\" src=\"https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/klo.jpg\" alt=\"Mohammed Deif, Hamas\u2019 elusive military leader,\" width=\"1000\" height=\"566\" srcset=\"https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/klo.jpg 1000w, https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/klo-300x170.jpg 300w, https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/klo-768x435.jpg 768w, https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/klo-390x220.jpg 390w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption id=\"caption-attachment-12019\" class=\"wp-caption-text\">Mohammed Deif biography<\/figcaption><\/figure>\n<p>Other key figures assassinated included:<\/p>\n<ul>\n<li>Mohammed Abu Askar, a member of Hamas\u2019 administrative office in Gaza.<\/li>\n<li>Tayseer Ibrahim, head of Hamas&#8217; Supreme Judiciary Council, assassinated a week into the war. His name was listed fourth among top leaders killed, after Ismail Haniyeh, Yahya Sinwar, and Saleh Al-Arouri.<\/li>\n<\/ul>\n<p>One of the most significant assassinations was that of Yahya Sinwar, Hamas&#8217; leader in Gaza and head of its Political Bureau, who was killed on October 16 during Israel\u2019s ground invasion of Rafah. Before that, on July 31, Hamas&#8217; overall Political Bureau chief Ismail Haniyeh was assassinated in Tehran.<\/p>\n<p>Earlier, in January 2023, Saleh Al-Arouri, deputy head of the Political Bureau, was assassinated in Beirut.<\/p>\n<p>On Friday, Hamas officially confirmed the deaths of 16 senior political leaders.<\/p>\n<p>Additionally, Israeli assassinations targeted municipal officials responsible for essential public services such as water and sanitation. The mayors of Zahraa, Nuseirat, Maghazi, and Deir Al-Balah were assassinated, as was Abdel Fattah Al-Zari&#8217;i, deputy minister of economy in Hamas\u2019 Gaza government, in an apparent effort to disrupt civilian administration and worsen the humanitarian crisis.<\/p>\n<h3><strong>Assassinations of Al-Qassam Brigade Commanders<\/strong><\/h3>\n<p>Israeli operations focused even more heavily on military leaders. Among those killed:<\/p>\n<ul>\n<li>Ayman Nofal (October 23) \u2013 Member of Hamas&#8217; Military Council and commander of the Central Brigade, killed in an airstrike on Al-Bureij camp.<\/li>\n<li>Ahmad Al-Ghandour (November 27) \u2013 Military Council member and Northern Brigade commander, considered the third-ranking official in Al-Qassam after Mohammed Deif and Marwan <a href=\"https:\/\/www.watanserb.com\/en\/2025\/01\/31\/marwan-issa-the-shadow-commander-of-hamas-and-right-hand-of-mohammed-deif\/\">Issa<\/a>.<\/li>\n<li>Marwan Issa \u2013 Deif\u2019s deputy and military commander in Gaza.<\/li>\n<li>Raed Thabet and Ghazi Abu Tama\u2019a \u2013 Military Council members.<\/li>\n<li>Mohammed Deif \u2013 Supreme Commander of Al-Qassam, and Rafi Salama, Khan Younis Brigade commander, were also reported assassinated.<\/li>\n<\/ul>\n<p>Beyond these top figures, Israel targeted numerous field commanders and mid-level leaders, including those accused of involvement in the October 7 attack.<\/p>\n<figure id=\"attachment_11873\" aria-describedby=\"caption-attachment-11873\" style=\"width: 1000px\" class=\"wp-caption alignleft\"><img decoding=\"async\" class=\"wp-image-11873 size-full\" src=\"https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/celebrtae.jpg\" alt=\"Palestinian resistance\" width=\"1000\" height=\"600\" srcset=\"https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/celebrtae.jpg 1000w, https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/celebrtae-300x180.jpg 300w, https:\/\/www.watanserb.com\/en\/wp-content\/uploads\/2025\/01\/celebrtae-768x461.jpg 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption id=\"caption-attachment-11873\" class=\"wp-caption-text\">Al-Qassam Brigades<\/figcaption><\/figure>\n<h3><strong>Hamas&#8217; Continued Military and Civil Operations<\/strong><\/h3>\n<p>Despite these losses, Hamas&#8217; military wing remains active. Though its operational capacity has been affected by the war and Israel\u2019s ground invasion, the Al-Qassam Brigades have continued military operations, maintained the security of Israeli hostages, and stayed in contact with political leadership regarding ceasefire negotiations.<\/p>\n<p>Similarly, Hamas\u2019 civil governance in Gaza continued managing essential services like health, social affairs, and municipal operations, despite limited resources. On the first day of the ceasefire, Gaza\u2019s media office announced that 5,500 employees were still providing services to residents and displaced people.<\/p>\n<h3><strong>How Hamas is Managed Now<\/strong><\/h3>\n<p>In response to the leadership losses, Abu Ubaida, Al-Qassam\u2019s spokesperson, stated that despite the assassinations, &#8220;our determination has only strengthened,&#8221; emphasizing that there has been no leadership vacuum in Al-Qassam throughout the war.<\/p>\n<p>Hamas spokesman Abdel Latif Al-Qanoua reaffirmed that both Hamas and Al-Qassam had sacrificed top-tier leaders to remain aligned with the Palestinian people\u2019s struggle.<\/p>\n<p>Currently, few prominent military leaders remain. The most notable are:<\/p>\n<ul>\n<li>Mohammed Sinwar (Yahya Sinwar\u2019s brother), accused of planning the October 7 attack.<\/li>\n<li>Izz Al-Din Al-Haddad, Gaza Brigade commander.<\/li>\n<li>Rafah Brigade commander (name undisclosed).<\/li>\n<\/ul>\n<p>While Hamas has not officially announced a new Al-Qassam commander, reports suggest Mohammed Sinwar has assumed leadership, with other senior figures managing key military roles.<\/p>\n<p>Politically, Hamas has adopted an emergency governance plan:<\/p>\n<ul>\n<li>No new Political Bureau chief has been named after Sinwar\u2019s death.<\/li>\n<li>Instead, a leadership council of five was formed, including:\n<ul>\n<li>Mohammed Darwish (Shura Council head).<\/li>\n<li>Khaled Meshaal (Hamas leader abroad).<\/li>\n<li>Zaher Jabarin (Hamas leader in the West Bank).<\/li>\n<li>Khalil Al-Hayya (Hamas leader in Gaza).<\/li>\n<li>Nizar Awadallah, a senior Hamas political figure.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>All five are currently outside Gaza.<\/p>\n<p>Within Gaza, Hamas&#8217; political operations are managed by Khalil Al-Hayya, along with two other officials, Ghazi Hamad and Bassem Naim, both of whom are abroad.
