Syria’s Constitutional Draft Set for Release as Fact-Finding Committee Begins Investigations
A new constitutional draft focusing on transitional justice and state control over arms is set to be presented to President Ahmed Al-Sharaa, while a fact-finding committee investigates recent violence.
Watan-The Governor of Latakia told Al Jazeera that the fact-finding committee will begin its work in the province, while sources confirmed that the committee drafting the constitutional declaration will announce it on Thursday, following its submission to Syrian President Ahmed Al-Sharaa.
Earlier, the committee stated that it is working on compiling a list of individuals potentially involved in the recent violent incidents that resulted in hundreds of deaths.
During a press conference in Damascus, the committee emphasized its independence and commitment to neutrality in accordance with national and international legal standards, adding that it will soon announce its communication mechanisms.
The fact-finding committee explained that it is not only identifying potential perpetrators but also working on documenting and compiling evidence transparently. The investigations cover the events of the 6th, 7th, and 8th of this month, and the committee pledged accountability, stating:”No one is above the law.”
Ambush on Latakia-Baniyas Road
In breaking news, an internal security source told Al Jazeera on Wednesday evening that security forces foiled an ambush by remnants of the Assad regime on the Latakia-Baniyas road, capturing one of the attackers.
Constitutional Declaration
Meanwhile, sources told Al Jazeera that the committee drafting Syria’s constitutional declaration will submit its draft to the president today.
According to these sources, the constitutional declaration will emphasize:
- Transitional justice and the need for its implementation
- Criminalizing the former regime
- State monopoly on arms, with the army responsible for national security and civil peace
Additionally, the declaration will prioritize human rights, separation of powers, and judicial independence.
According to Al Jazeera’s sources, the draft is based on Syria’s previous constitutions, particularly the 1950 Constitution.
Other key points include:
- The transitional government will last between three to five years
- The new government will not have a prime minister, as Syria will adopt a presidential system
- Foreign interference threatening Syria’s security, stability, or unity will be criminalized
- The declaration will define the president’s core powers
On March 2, the Syrian presidency announced the formation of a committee of experts to draft the constitutional declaration.
Earlier, sources told Al Jazeera that the constitutional committee plans to issue a declaration comprising 48 articles.
Among its stipulations, the declaration will require the Syrian president to be Muslim and designate him as the Supreme Commander of the Armed Forces.
